Chicago venue for worlds? size, not location

i was really wondering why the Chicago theater was chosen to be location for the quarter finals. it only hold 3600-3800 people. staples center and madison square garden hold 40k+, why choose such a small location for such a large event. it really seems to limit the amount of people who can watch live where it is.
