Cultivating a better semi pro scene in NA

So the semi pro scene in league is on the weak side and not much native NA talent is being brought into the LCS. I think Riot should consolidate the Academy league with the University LOL. They should do away with Academy and invest the same amount of money they spend on that into ULOL. The pro teams would save money and they could scrim against university teams once a week or something and maybe give a bit of money to whichever college team they work with. This would empower ULOL by bringing more attention and money into it, which would be great for bringing more people into league and local support for college teams would be a great asset. Also we would have a large number of amateurs being looked at and getting extra practice to level up the play in ULOL allowing for more NA amateurs.
