No. Itemization for MR sucks to start with. 2nd his ult CD was hit before worlds.(doubled). Also take into the fact that MAOs abilities do not get shorter CDR by leveling, you have to build CDR on him. He is in a very bad place like all real tanks.
notice i said real tanks. Juggernauts are not tanks. Elise is not a tank. Gnar is not a tank.
He basically got boned before worlds to make Juggernauts look/perform way better :(
