Thinking about applying for shoutcaster (NA)

So recently I've been interested in applying for shoutcaster in North America, and I have some experience shoutcasting my own games, as well as higher challenger level games. I'm wondering what requirements I'd need to start up, and would appreciate anyone with actual experience giving me a rundown. I'm naturally talented talking in front of people, and am actually pretty well informed with league, and have been playing for years. This account is a smurf of mine that hasn't finished ranked promos yet. I can play at a diamond level, and can play any lane so I can really analyze plays well.
