11 would be such an odd mumber. With stability in franchising comes expansion to allow more orgs to fight for recognition. The LPL as a clear example could be what franchising can produce for the LEC, LCK then LCS in that order of possibility given the diversity of the culture.
That being said, I don't think there's a need to worry yet about LCS expanding to "reprieve" relegation clauses. If it's directly a need for expansion due to relegation, then only the LCK would make benefit of that among the recognized major regions; also given they are the non-franchise region currently.
ELI5: LPL since franchising is adding 2 teams to the league per year from the pool of prospects in the LDL - the developmental league. There's more to it but that part alone tells how vast the competition can grow there obviously
