Is Xiaoweixiao the best player in NA when it comes to csing/farming?

Ever since XWX entered the NA splits and won MVP last year I have hardly seen him miss cs and even when he is playing behind he somehow comes out of lane ahead in cs. Last split he was the second fastest to 300 cs in 23:47 and this split has the record with being just shy of 24 minutes again at around 23:57 minutes in. XWX, imo has become a farming monster and fantastic midlaner who can come out ahead in lane with any champion, regardless of that champions csing abilities.
