The general policy is to not remake for known bugs that aren't exploitable.
There is a mechanic and a bug at work here. The mechanic is targeted ability resetting: If an enemy becomes invalid when the ability is 'targeting' (but hasn't fired), it will reset to full (because it has no idea what happened in the game state). This is true of all targeted abilities, and it is an extremely small window to doing it (to the point it's impossible to try and scum it). The bug is Syndra's 'multi-target' ultimate bug when her ultimate resets against enemies with untargetability. When you fire upon an enemy, have her ultimate reset, then fire on another enemy, the ultimate will fire into the enemy, then some spheres will selectively re-direct to another target (often the one who caused the original reset). This bug was fixed in the next patch (LCS isn't playing on it).
They only do remakes for game breaking bugs. The separate server/patches on the tournament realm where the pros play tends to result in a surprising number of small bugs in most games.

The syndra ult did not do full damage to both targets, but the orbs were split to who ever was closest between the two targets. Yes, this was a known bug that is fixed on live, but the tournament realm is played on an earlier patch where it isn't.
However, the bug had essentially no impact on the game. Smoothie the person targeted by the ult would have died regardless of the bug and jensen lived through that entire fight not coming close to dying.
Anything to give TSM the win.
There are several probable reasons that C9 didn't ask for a remake (all of which may be a factor).
[1] C9 didn't notice the bug occur during the game.
[2] The occurrence of the bug wasn't an issue (they still won the fight, took the tower and Ekko was fine to kill someone else shortly afterwards before recalling).
AFAIK, they didn't disabled Syndra because of how specific the bug is. It is very difficult to trigger during a game (especially intentionally) due to the situation and timing.
