New Report Option: Other

Sounds reasonable to me since the report options didn't really accord with the boards universal rules, not even when the rules were updated some time ago. But all in all it doesn't really bring something valuable to the table imo.

Having different options to report athread or comment should be giving a hint to the moderation team why said thread or comment wasn't appropriate or violating the UR. But neither the old options can give a signifcant hint to them nore does the new one which makes the new option kinda pointless to me, especially since the moderation team (afaik) always checks a report for all rules anyway.

Adding another option doesn't make sense to me if you could've adapt the options to fit the universal rules instead.
