Why isn't this user banned?

I won't name him, but any mod of the Behavior Boards knows who I'm talking about. He tries to get people to join his stupid discord where he attempts to get people banned for saying zero-tolerance phrases in game.

I and probably everyone else on that board is sick of it. He literally admits to trying to get people banned and he posts every day. Why isn't HE banned from the boards yet? I just want to know.
