The long answer is yes. Standard ban levels are 1 day ban > 3 > 7 > Permanent, which we escalate one step for repeated violations of similar behavior, and if you've behaved for a while we won't continue moving up from the last tier you were on.
Severe behavior will of course be given much less leniency, and you may skip tiers or take longer to recover and get into a better/clean standing.
However, unlike the in-game system all of this is done manually, and given the context of a situation and a player's usual behavior, punishment history, and personality, we may feel a more lenient or more strict approach is necessary. Our goal isn't just to ban people that ignore the rules, we want to get them to change so they can stay a part of the community. Someone who is not a huge problem but is really stubborn and we think they can change may get another 7 day or even a 14 day ban instead of being immediately move to a permaban, or someone that is a significant problem and it doesn't look like they have any interest in constructive/respectful posting may get moved very quickly up the tiers or immediately to a perma.
But like The Djinn said, it's not "official" in way of it being very strict with us unable to take a hands-on and personal approach. We do our best to work with each person so punishments are appropriate given the context and actually help.
