There's a certain level of conduct expected to maintain an account on Riot's servers. If Tyler1 wants to go and play this game with an account not owned by Riot he's free to do that as long as that server remains around.
Tyler1 was directly responsible for at least one troll in my games (probably more in hindsight). He was having a negative impact far beyond his own games, and it was being viewed by the impressionable as acceptable and cool. That's why he was player banned, to show that it's not OK, don't copy it. I tried watching his stream and found myself about to be sick after a few minutes, it's hard to imagine anyone wanting to watch more than that.

If someone doesn't care about playing with their old identity then there is no practical way to stop someone from continuing playing. I with that all permanent bans meant "never allowed to play the game again ever" but there is no realistic way to enforce that.
