At no point were you told that word was hate speech. The specific reason for removal your received was this:

If you gonna remove minion collision for movement then it also should be removed for skillshot cuz otherwise many champions would become absolutely fucking useless while others would recieve major buff. Which in turn will also make some champions absolutely OP.

The problematic bits have been left in bold for clarity. I understand you may disagree with someone, but that doesn't make it okay to call them "baka" (idiot/stupid), and it doesn't make it okay to imply they're someone who blames others for their own carelessness. While normally this would be a light warning, you have a history of recent punishments for similarly disrespectful behavior.
baka translates to stupid/idiot in Japanese. Any kind of name calling is ban-worthy on the boards.
Baka = Stupid/Idiot Bakana = Impossible (as in "This is stupidly impossible" in a serious condition) Banana = Soraka
