Downvote Stalking and Cross-Thread/Cross-Board Harassment

This is not to call out anyone in particular (at least, not until the next time he targets me) but just in general, how do the rules fall on just following someone around and spamming downvote on everything they do in a certain board, or in multiple boards? (I'm assuming its frowned upon) And if someone were to have suspicion that this were the case, they would just ask you all to look into it and confirm that it is or isn't a thing, correct? [I highly doubt it'd be necessary for you to confirm it, just to issue a punishment if it were the case, or assure someone it isn't, right?]

Another thing I want to ask is what you'd consider to be harassment in a sort-of specific case: let's just use me for this example as to not infer I mean anyone specifically...even though I thoroughly hope never to be taken in this light.

Let's say I were to constantly make inflammatory comments to people (just in general) such as "This OP must just be butthurt about [blank]" or "You do [blank], [blank], and [blank] in other posts all the time, so [Insert biased opinion of person here, as well as why I'd be "justified" in shitposting this person]". Lets then say someone who happens to have had a similar standoff with me before were to see my negative behavior toward other members on a completely different thread or even board, and report me to you guys based off of their behavior with those other people. I will stress: not stalking me and abusing the report system, but just coming back like 3-4 hours later, looking at a completely different thread or board, and seeing me personally attacking other people in the same fashion as I did them.

Again, using myself as the bad guy, so nobody feels called out here. I have no intention of being "that guy." Basically, I'm asking for confirmation as to whether or not somebody who reports "that guy" (legitimately, of course. I would hope someone going out of their way to flag someone to you guys personally instead of just using the report feature would be taking their report of "that guy" very seriously, for their sake.) could be punished for reporting unsavory behavior if "that guy" could make the argument that they're being harassed with that report.

And Jikker, since you and Ulanopo (who I admittedly wronged in that thread) know more about this from deleting one of my comments from that thread (which I was in the middle of doing anyway) I want to both assure you this is not a shitpost, and that I also will be posting my official apology to Ula in a moment. I've looked past the name RiotAugust and did my own research since my responses on that thread to determine that I was in fact misinformed. I don't expect anything to come of that apology, but I can admit where I was wrong, and at least owe both him and the rest of you that much for the trouble I've caused by seeing the name of a Riot official falsely used against him, assuming the worst of his character, and spreading the same misinformation I was given like an ignorant sheep.
