We have found this generally isn't the case. Yeah, in rare circumstances good conversation comes from a rant post, but it doesn't change how often good content gets drowned out by complaint spam.

Riot only want bubblegum and flowers posts in gameplay. They dont want anything that is gameplay and negative that is CLEARLY gameplay.
