Yes it does, indirectly. A downvote is far more preferable to driving the conversation than just a useless, "I disagree" or "this post was useless" comment. Just as upvotes are far more preferable than just a useless, "I agree" post.

If you're going to argue this then the simple act of arguing a point fails to accomplish this.

So you're assuming that everyone is downvoting irresponsibly?

If they agree with the upvote/downvote system they are leading by example if they are making use of the tool.
Disrespectful or insulting other community members - Yes.
Spamming or trolling - Yes.
Naming and shaming - Yes.
Assumption, assumption, and assumption. You can only come to the conclusion to all three of those if you assume the motivation of the person making the vote. And I'm not entirely sure how it's possible a downvote can "name and shame" someone without any naming.
