What is considered spell damage, and on which of Ashe's abilities would this apply to, and would it stack with her toggle ability?

You can build Frozen Mallet, as said by CaptainWednesday, but also: your Rylai's WOULD be applied on Volley.

As for Rylai's Crystal Scepter on Ashe. Short answer, no. Frost Shot will not apply Rylai's passive. Frost Shot itself deals no spell damage. That being said you can apply the Frozen Mallet passive!
Unless Your Making A Random AP Ashe No. The Passive Only Applies On Her Ultimate. Her Ultimate Already Stuns Or Slows If Your In The Explosion Radius. So All You Get Is The AP Damage And A Stacked Slow With A Deminished Effect.
the slow applys on volly and Ult, and the slow stacks with other slows, but multiplikative(like nearly all slows) that means rank 5 Q +Rylais would be ~45% slow on ur W and 57.5% on her ult(without rylai, 35% on W and 50% on ult)
Since ashe got no use out of ap and doesn't want to spend 3k gold on 500 health, it'S definitly not worth getting
