I have Frost Queen and love it.

I'd definitely get it, especially if you love owls. :)

EDIT: I also use Frost Queen more than my Victorious Janna skin, so...

I own both actually and frost queen is the way to go. The hextech skin has little differences in game. Frost queen has a blue tornado and misty shield. Monsoon jas snowflakes too. I personally dont favor forecast as much. I think it feels more laggy than her other skins, the cloud thing is lame, and her voice will drive you nuts. Regret getting forecast. Frost for the win!
