I was wondering which champion I should buy next. What do you guys think? Preferably 3150 ip or lower, but if the champion seems really good, then maybe I'll go above (I was thinking Irelia or Lissandra, but I want more opinions)
More than 3150 but if you play a decent amount of support Leona is the way to go! You'll be able to protect your marksman so hard that they wont even take any damage! (may not be true in most cases) Now, if you are all about being tanky and protecting people, Taric is also good at that but he seems really boring every time I play him (although he's still good). Instead of jumping in and bashing heads together to start the team fight, he just kind of walks up and stuns a person. So, if you're looking to win, either Taric or Leona, if you're looking to win and have a blast, I recommend Leona! All this information may have just come from a support player who mainly plays Leona but hey, most people are quite biased to the champs they love. ;D P.S. landing a four man stun with Leona's ult is quite satisfying :3

When looking for new champions, I always just look around at free week and play every champion I can, then look to get the ones I liked. As I played more, I got a better understanding of champions I would enjoy playing, and made decisions based off that. I can't really make specific recommendations since I don't see much commonality in your champion pool, I'm not sure which champions you favor or what champions you need to fill a specific role, etc.

I think you should buy 
he is a strong assasin and easy to play.you can go jungling with him too.
