Riot, why are you changing Vel'koz on the pbe?

I seriously cannot figure out a reason for why you are doing changes to him on the PBE. All it seems you are doing is limiting him to only an apc role even though the changes will make him a crappy one at that due to poor scalings on his q,w, and e. The unique thing about Vel was his ability to build as a tankier mage than most since the high base damages let him still due meaningful damage while not being a purple water balloon( building glass cannon ap).

All it seems you are doing is forcing people to play as only an apc instead of a support. It just seems like you are limiting him to one role instead of being creative and trying support Vel.
