Is Rengar Underpowered?

So a while ago, around 4.5 when Rengar was reworked, everyone went crazy and everyone thought he was now useless, and there were petitions to reverse it, and all. But now, I've been seeing him more often, especially top lane, is he better now? Should I buy him?

I honestly haven't seen any of Rengar since 4.5. He's gonna be free this week, so you can try him out and find out for yourself.

Rengar's a solid jungler right now, and a decent top laner. If you enjoy playing him, then sure, buy him.
