[CLIENT, INGAME] Varus Q completely disabled for remainder of game

After about 6 minutes of gameplay, was playing Varus and got silenced while simultaneously attempting to cast Q for the drawback. Q was cancelled, went on cooldown.

Afterwards discovered Q was completely unusable. Showed as available, but would not respond to the keybind or trying to click the skill manually.

Played out the remainder of the 26 minute loss unable to cast Q. Being silenced or killed did not fix the bug.
