It's because his Ult ticks its damage occasionally throughout its duration, and only knocks up when a tick does damage. If you are on top of Jinx between ticks you won't hurt or knock her up until the next one.
It looks like what really lost you the game was a bit of bad positioning along with going in for a 1v3. Karma was on the other side of the wall, and both your other teammates were dead. You made a poor decision to switch targets. You should have either stuck to GP or ultra straight onto Jinx.
Also, very selfish of Lulu to self cast the R instead of hitting GP with it.
