When testing out new rune pages, I noticed that The Ultimate Hat doesn't actually lower the ultimate's cooldown. It says so in the tooltip, but it really doesn't.

How ironic, I also noticed this with wukong. It actually says "+15% CDR", and that's what I'm seeing... +15% CDR. It should be -15% CDR.... do these guys actually test this stuff?
It's possible the bonus you get from the stack doesn't apply until the next cast - although 10 seconds sounds more than the 2% you get from the cast.

Have you confirmed whether or not it's just the UI that's bugged - does the ability become available to cast when there's still 10 seconds left on the UI?
It might be a possible HUD bug. They have had things show the incorrect CD after a reset before, and maybe it still thinks it's a 54 second CD, but fixes itself later. I haven't tested Ultimate Hat yet, so I don't know
