@Riot - Azir Passive Bug

I was playing ARAM earlier as Azir and I was unable to create a tower using my passive on an enemy turret we had destroyed. My passive was available and I had already created my passive once before on this particular enemy turret, however, it wouldn't let me target it again with my passive until one of our turrets was destroyed. I can provide video evidence if you would like.
