if you have exactly 3k hp, the passive doesn't work.
I've run into this issue before.
The best explanation I can think of is that you technically have less than 3000 health (i.e. 2999.7) and the display is rounding it up.
Cho's ult isn't a crit. It shouldn' t be critting since it isn't doing conditionally double damage, it isn't displayed as a crit... where on earth did you get the idea that his ult crits?
