Soraka E random delay on applying silence (?)

I've been maining the banana wizard since shortly after her rework, and I've noticed that her e doesn't always seem to apply the silence right away. For context, I also (occasionally) play Chogath and less often Garen and Blitzcrank, so a good portion of the silence crew. With all these other champions, it applies instantly. It's felt very reliable. With Soraka however, it -usually- applies instantly, but sometimes it doesn't. It feels very much like when Cho's q and a couple other abilities had that randomized cast time. This may be user error, but I've been noticing it since last year, so I'm pretty sure it's happening.

I have the same problem: For example, Ahri is almost dead and uses her Zonya's. I use silence under her feet. Normally, with the new CC rework, the champion will be silenced immediately. However it often happens that she can flash or ult away while still in my silence AoE if the spell is played directly after Zonya's

from my experiences, and i see this alot vs the Ai, is that if a champ already "casted" the spell then it will go through. By "casted" i mean already have the ability targeted to the champ and your champ is enroute to execute the spell.

So if i was taric and i pressed E to stun your soraka and i did so from a distance it would go through even if you pressed your E a moment before my spell was casted. It could be only against the AI, but i have seen this a few times in pvp as well though. Quite irritating imo.

Someone explained this to me before. Since our silence is unlike theirs (it doesn't apply to people, it's a silencey-pool left on the ground.) it only applies every .2 seconds or something weird. I hope they fix soon in any case.
