Pre lvl 30 account lag

Hello im lvling another account well waiting for a better patch to play ranked but i get mad lag in both ARURF and normal games but when i swap accounts and play ARURF i have no lag. I have played for around season 2 and have had my share of problems but nothing to this extent of pure lag difference. I don't get lag very often and when i do its not for more than a few seconds but i get a solid change per second on my alt and when i check my computer it shows i have no changes in internet or data running for League.

I only bring this topic up because i play with a friends who have better internet than me because they live in town and i like 20 min out of town but they get worse connection than me always pings high lag. It never crossed my mind till today but hes not worse than me at the game though he plays a lot less but even when i visit his house with my pc my games feel fine. I have never had him swap me Pc's but i will try next time im over.
