[GAMEPLAY] Celerity does not give Quinn bonus movement speed during Behind Enemy Lines

I was just playing Quinn, and I was curious how much bonus movement speed Celerity was giving me during Behind Enemy Lines, but it was giving me a low number that didn't seem right, so I checked again when I didn't have my ult active and it gave me the same bonus. Checking the description of Celerity, it says that it increase all movement speed bonuses, but maybe it doesn't recognize the fact that it says, "gains bonus movement speed...of their total movement speed" which makes me think that it's coded a bit differently just because of the wording.
