Fix Rammus AI

I know Bot va AI might not be a priority, but this has been for awhile.

Rammus Bot will enter Power Wheel... and just not move. He won't go forward, backward, he will rarely ever knock anyone up. It is very bad. Also a recent game, Rammus Bot literally walked from outer turret to ALMOST base... he walked back to outer turret... still at 10% health. Like he stood at base for a few seconds but wasn't healing, what?!?

Again, I know it is just bots. But these things don't make sense.
