Received "Grouchy Poppy" Emote through hextech chest but it doesn't exist?

I'm confused. I litteraly received that emote http://leagueoflegends.wikia.com/wiki/File:Grouchy_Emote.png pressed "unlock permanently" but I can't find it in the emote list. Is this a bug?
