The actual heal is reduced, I get around 100-174 health back at lvl18.

They're removing spellvamp from the game.

But i don't think it's supposed to be live, or even affecting anything outside spellvamp items though. Weird bug.

It's a well-known thing already. Aeron Vertigal mentioned it within moments of 6.7 hitting last week and Riot still hasn't addressed it. They hotfix every other champ in the game within hours of bugs being reported, but Ahri can go literally years before bugs get fixed.

This isn't even a small issue, either. Ahri's without 20% of her kit without Essence Theft.

her winrate droped 1.5% as well, but that may be because her charm can take a full .5 seconds to actually make the enemy walk towards her. not to mention yasuo can use his entire combo while charmed if he dashes right, his q is queued so it automatically goes off and his ult works through the charm. at least thats what happend to me a while ago.

I haven't played too much League lately due to crunch time at college, so I'm not aware of those issues.

I just remember a few years ago there were some persistent bugs that Riot just refused to address, such as Charm healing monsters, Orb occasionally missing targets, and Spirit Rush not properly targeting enemies. Thankfully those have since been fixed. But now her passive doesn't work and apparently the adjustment to Charm not interrupting dashes had a few inadvertent effects.
