Servers Are Unstable
First is from speedtest.net, second is from lolping.org
EDIT: Before people start saying "my connection is fine your internet just suck," server issues do not affect everyone. That is why there can be people still playing online when the servers are completely down.
It is also why in the service messages it says SOME people may experience [whatever problem there is].
