Ranked Penal Games Not Counting

It seems that, on occasion, normal draft games that should count toward the lifting of my ranked restriction do not get factored in. While I'm not completely sure, it would seem that only WINS in normal draft are being counted. I received an eleven game ban from ranked. I have played four normal draft games, but now I'm only down to ten games left for my ban.

I've been ranked banned once before and had the same issue. Is this intentional? I can't find any pieces of information relating to having to WIN the games for them to count. And if so, well, that just doesn't make any sense. Anyone notice this issue? Anyone with a ranked ban care to play a game and confirm/deny if you lose? Thanks.
