Zz'rot Portal Bug or Intended

Not sure if this is supposed to be like this, but had a game where they put this at the end of the top lane bush and then they sat in the bush next to it so I didn't have vision of either them or the portal. I was Teemo and was unable to put a ward or mushroom in the bush. I would click on the bush and it would place my ward or mushroom on the outside of the bush so I could never get vision to attack the portal.
