Huge Amounts of gold for fake shutdowns

I'm sorry I don't have any pictures for this, but I think I know why there's so much gold going around for snowballs. I might be wrong here, but I think the global gold for shutdowns is getting distributed unannounced when some enemy champs are killed, even if they have no kill streak at all. I've noticed myself gain 150 gold while dead and planning on waiting for an item, and I'm fairly sure at the time we didn't take a tower. If someone isn't on a kill streak, then why is the whole team getting gold for it.

Add on to that, I saw a kill streak give 300 global gold, which I understand as 1500 gold +300 for the kill. This is far more than I believe I've read for the new shutdowns system, which caps out at 150 global (might be wrong here as well).

In the end, I'm making this to see if anyone else has spotted this, has any other explanations for the INSANE snowballing this preseason, or even if a red can jump in and explain to us why the hell games go out of control so fast.
