Basically tons of post have been posted where everytime minions spawn the game just freezes for 3 seconds or fps dies. It has happened recently .

🚤Perform the steps listed in this FPS guide🚤 and let us know if the minion spawn FPS drop is resolved.

There have been reports on similar issues but I've seen none on this issue specifically.

Ive done everything in the low fps guide, and did a full reset on my pc cleaning the drives. The issue doesn't start until minions spawn, but thereafter the game stutters until its over. Every game.

*actually its happening right now before minions even spawn.

It's a known issue and is being investigated. The articles were used to gather feedback as to whether some players would see results in some cases, which has happened in the past.

Here is a link to a comment in which at least 1772 other people agree that the micro-stutters are a terrible issue. https://dd.reddit.com/r/leagueoflegends/comments/9b16ma/patch_817_notes/e4zllcr/ I've played league for several years with no issues whatsoever until 8.16.
