fizz needs a fix

first riot you messed up. you changed fizz then released nemesis draft so that nearly no one could play him.

now fizz e does not block an enemy fizz ultimate maybe more. also if annie fires a q on fizz and he e in time the stun count on annie does not change, it needs to since its every spell not every spell hit
