Leaver Buster needs to be overhauled

I have gotten leaver buster again for disconnecting during a game AND RECONNECTING! I disconnect, alt f4 reset my network adapter and rejoin the game. We win, we lose doesn't matter i still get leaver buster. You SHOULD NOT GET LEAVER BUSTER for DISCONNECTING AND RECONNECTING. How is this ok? This can't be working as intended.
