Someone didn't ban in champ select Queue didnt dodge.

Saw the 4 other players on my team leaving the chat disconnecting from the chat but I didn't. Timer from the one who is supposed to ban was at 0 for 10+ seconds now. I restart client and I get a 5min dodge penalty.......
