[GAMEPLAY] 45% CDR at Fountain When I Don't Have It

I don't know what causes this, but I'm a support player so it might have something to do with Sightstone or Ardent Censor, but sometimes when I'm sitting in fountain it'll say I have 45% CDR, when I only have items for 30% + Intelligence or whatever the mastery is called. It'll linger a bit after I leave and drop back down to 35%. Is this a part of fountain? Maybe homeguards? Or is it an item glitch? It's not a huge bug, but it did make me think I had full cdr when I didn't, so I stopped buying cdr items.

It's a glitch sometimes when you upgrade and item with CDR in one of the items it builds from. It will still show the CDR from before and add on the upgraded items CDR for a few seconds then go back to what it should.
