Champ Select not loading

I was just in my last game of promos to get to Gold 2 when this happened. The client was not loading while it showed the other team had locked in and that it should have been my turn to select a champ the timer went to zero for their side and nothing happened. It stayed like that and it would not let me select a champion. The chat was loading perfectly but it never gave me the option to select a champion. This forced me to dodge after the timer that was not there did run out and I lost my series because of it. This has happened to me before as well.
