I'm not sure if this applies to every level of the ability, but at max level it was supposed to give 335 move speed but it was only giving about 220 (would go from 385 move speed to 603). Happened everytime I used it.
It's probly cause of the soft movement speed cap. A annoying piece of code that makes even less sense with homeguards and champs like Quinn
What Dehitay said, this is because movespeed has a few soft caps, one at 415 and another at 490, and once you reach one of these soft caps, every additional point of MS has reduced effectiveness.
To be more exact, once you reach 415 MS, every additional point of MS is only 80% as effective, and once you reach 490 MS, every additional point is only 50% as effective.
I hate those soft caps so damn much. Especially when other champs have abilities that practically invalidate them, yet I can't get my Hecarim to get from one lane to the other as fast as Quinn or Sion
