[GAMEPLAY] Illaoi Test of Spirit damage inconsistent
Just played a custom game where I tested some stuff out with a friend. He built AD Illaoi and tried getting a lot of % health damage. What we saw was inconsistency: The % health doesn't do consistent damage at very high percents.
Against a target with full HP: 85-99% (listed) Illaoi E ghost damage brings a target to near-death without any other sources of damage. Against a target with full HP: 100+% (listed) Illaoi E ghost damage brings a target to half health (nowhere near as much as a lower %).
Steps to reproduce (we didn't test it extensively as this isn't practical in a normal game):
Pick Illaoi. Have your opponent pick Ryze. Computer specs, side picked, etc. irrelevant. However, Illaoi did get a few fire dragons (maybe this has an unknown impact due to hidden programming).

Build Illaoi full AD. You can do this more easily with 52 AD @ 18 runes, fire dragons, masteries, etc. Reach nearly 100% damage on E.

Press E on Ryze.

Attack the ghost (don't hit the real ryze) until it dies. Notice Ryze lost almost all HP!

Get the extra steps to reach over 100% damage on E, like a final bloodthirster. (We reached 102% damage, maybe this specific number has to do with it).

Now, it's understandable if it was hard-coded to not be able to kill in 1 hit, but it's doing significantly less damage and that's an issue. Please look into it.
P.S. Fix the morde w bugs they've been there for several months now
