Can Anivia's Q AOE targeting area move with your mouse?

Like when you aren't using smart cast and you click on a spell, you have some time to aim it and usually see that sky blue graphic that points in the direction of your cursor. But for some reason the aoe targeting of anivia's q is stuck at the end. It use to be able to move any intermediate distance and it would be a lot less annoying if it was brought back that way, it seems like the only thing standing in the way is some glitch Riot has yet to fix.
