At start of my every game this happens and for a long time and then suddenly everybody begins to load rapidly. Apparently it's only me since I got a "Damn Talon!" at the start of one of my recent aram games.

Try letting Riot Afic know, he has been all over the boards trying his best to fix bugs. :)
