I Get Champ Select Dodger Penalty For Staying In Queue

This has been an ongoing issue where just randomly and for no reason, I can hear champ select noises but it still says I'm in queue and I can use all the client tabs as if I'm in queue still despite hearing the clock noise tick down. Also in this case, you can see a supposed "Join lobby" and people talking while I was unable to and no one was queued with me so it's not like it was them. This happens about 1 in every 20 or so games and has been ongoing and for some reason, refused to be fixed. I'm tired of having to sit through bullshit 16 minute penalty timers for doing nothing wrong. I'm not gonna stand a game that punishes me for actually doing nothing.
