My smurf (which I spent money on) got reset

So for some reason AFTER I changed my password and confirmed my email my smurf account (crazzyraccoon) was reset from 14 to 2 and all my champions and skins were no where to be found. The strange thing is that when I look at the account from my main it shows that I'm still level 14 and have all my recent games. I never heard of riot resetting an account, and at such a convenient time as i confirm my email? I'm guessing this is a bug or something but I was hoping I could get some help. Also it asked my to pick my name so i choose crazzzyraccoon (1 more z because why not) because i assumed that if i made this "new" username I can relog into my old one, not the case. When i log in with crazzyraccoon I get logged into crazzzyraccoon that is level 2 with no champions.
