Unable to play anything but blind pick [CLIENT]

After this most current patch, it is notifying me that I don't have enough champions to play anything but blind pick due to owning less than 20 champions, which is not the case at all. Additionally, I am unable to report the bug via the game either.

The location is a LAN center and has League Unlocked, wondering if that may be causing the issue (I still have more than 20 champions without it). Everyone playing here seems to be having the same issue.

I've tried re-patching, initiating the client repair, and using the hextech repair tool. Nothing seems to be fixing the issue and I can't seem to find anything online on anyone else having this issue.

Recreation steps:

1. Launch Client
2. Log in
3. Click play

[UPDATE] I contacted the support chat line. We went through some possibilities such as firewall and security settings, but had no luck there. A ticket is being made and it's being sent over to the network guys at Riot.

I still would like to hear if anyone has any suggestions or has had any similar experiences.

[Update 2] Just saw a mini-patch come through as I launched the game again The issue seems to be resolved.
