Broken Ezreal

soooooooo i just seen an ezreal that had a 2 second cooldown on his E. with max CDR at lvl 5 it should be only 7 at the lowest. how can ezreal get to 2 second cooldown on E? he was literally Q-E spamming with almost no cooldown. i know his Q reduces cooldown by 1 but even with that there is no way to get to a 2 second cooldown.

felt like fucking urf all over again but he was only one with no cooldowns.
