Were some changes not shipped with the Hydra items?

Honestly don't know if this is a bug, and if there were some changes that were meant to come to the Hydra items, but were declined at the last minute but kinda still went through?

Examples being:

There was a thread made about this about a week ago, I think, I'll see if I can dig it up. It's a text bug, the change to the Hydra items wasn't meant to go live but the text change did, which was the mistake is, it's just the text is wrong.

Made two bug reports about it over the course of this patch, no response or notice taken.

Riot messed up much bigger than usual this patch and refuses to admit it.

Seems they screwed up big time. If you go to items (in the client, from your collection), it shows the recipe for the longsword and belt but then the main game it does not. I think when they pulled the changes, they forgot to revert all of the changes back.
